Considerable dissatisfaction having been manifested by the last batch of recruits, who represented that the conditions of service, value of pay, and privileges were not fully explained to them at home. I have had a statement of conditions prepared (Enclosure No. Ga 2683, 514753) differing in some respects from those hitherto in force; as the recommendations made in Mr Marsh's despatches No 992 of 1882 and W.31 of 1883 have been embodied therein; namely the prohibition of enlistment of married men; the prolongation of service from 10 years to 15 before pension can be claimed; the right of remitting half the pay at $4/20 per cash dollar. Great importance is attached by the Constables to this latter privilege.
